it's neither. If you watch the show you can see that Richard was trying to source sensitives to Island dynamics on his main stream civilization jaunts. I think Richard was like Ben, he "used" to get dreams. But his time as the leader was passing, they needed new medium blood, the same way the island now wants Hurley, Walt, and Locke.
In the Shining, Stephen King introduces the idea that people with a little "shine" can use it to evade trouble or work cons. I think Cooper was a target and together with Emily's psychic abilities was a predictive possibility of abilities in whatever child they'd have.
Richard knows all about the man who fathered locke. The fact that they knew who Cooper was and how to deliver him is proof of that. Cooper's bent morality would have made him someone who gets on the list. Someone who can follow the island "rules". Maybe he didn't make the cut. But where is Mr. Locke? Emily's dad?
But aren't you curious if they engineered the Emily/Cooper match? Why didn't Richard adopt the baby and take him straight to the island?
