Didn't Sawyer offer Charlie one of the Madonnas at the end of that episode. As I remember, Charlie looked irritated and said something like, "If I'd wanted one of them, I would have taken one when I moved them."
Then Sawyer asked Charlie why he went along with his scheme, then. Charlie said he wanted to get back at Locke--he wanted Locke to know what it was like to look and feel like a fool.
I think when Charlie comment that he could have taken some of the heroin
if he had wanted to, it was also a bit of foreshadowing on the part of the writers to subtly hint that he could have taken some of the other stuff, too.
