Remember the note on the $20 bill (was it a 20?) said that the real Henry was heading to the beach to make a signal? And Rose doesn't want to build a signal (just before he 'died')? Think she knows something???

Umm, I don't want to spoil anybody's fun by giving away a plot point, so I'll just put a spoiler seal on my question.

Did the writers forget that the French Woman's distress call has been broadcasting for the last sixteen years (and, apparently, no one was able to pick up the transmission), so why would Bernard think a second S.O.S. would be successful?
