"I'm done lying" says Hoax Henry. Obviously not with the evidence that Seide (sp?) provides with the note, but there are 2 problems that could arise from the note that Henry had on him:
A: Siede could have eaisly foged the note with money of his own, possibly to frame HH (Hoax Henry) and to result in Seide killing him. OR
B: The note was real. But Locke never heard about the note, and therefor could start believing that HH decided to give in and start believing him, because HH has nothing left to support the tale.
Either way, I think that HH is trying to provoke Locke inorder to totaly manipulate Locke to helping him in the end. Locke has already attempted to protect HH becasue of HH's lies. So yes, Locke could be an experiment, or just a tool HH is making to save his own arse.
