 Paulo
Paulo was one of the middle section survivors of Flight 815. Before the crash, he and Nikki Fernandez murdered Howard L. Zukerman and stole his diamonds. They spent most of their time on the island searching for these diamonds to the exclusion of almost everything else. A bite from a Medusa spider induced a death-like paralysis in Paulo. He subsequently died as a result of being buried alive while paralized.

It seems extremely strange that they would film that scene in that exact location. Why not just move 5 yards to the left so the turtle wasn't in the shot? I'm gathering from the previous posts that there's some kind of wildlife law preventing turtle harrasment (or whatever you'd call it  )

5 yards to the left, there was probably a beach post sign saying welcome to Hawaii :P |

Yes there are Laws in Hawaii that state you can't touch or bother the turtles.. My sister was there on vacation a few years ago and her best friend lives in Hawaii...

LOST isn't perfect, I recall seeing in "Exodus, Part 2", raft scene, an orange filming crew boat out on the water next to the raft right after sawyer saves jin from drowning, the scene right before his gun is found when his shirt is handed back to him.

There's a second sighting at 20:12 - 20:16.
Spotted them both on my first watch through. 
And then again after the Juliet shot, this time already in the water.
