Dr. Juliet Burke

Dr. Juliet Burke (née Carlson) is a member of the Others. She seems unhappy with her allegiance (particularly, it seems, with Ben's position of authority), and lives at the Barracks. Juliet is a calm, intelligent woman with a background in medicine, but unhappy with her private life and will do anything to get off the Island. However, it seems Juliet has betrayed her people and joined the survivors in wanting off the island.

That's true. but it seems like minkowsky was traveling to the past just as desmond was.

Agreed. Minkowsky said, as he came out of "being somewhere else", that he was just on a ferriswheel... He was going to the past as well.

Interesting thing I noticed is that daniel was exposed to radiation, desmond was exposed to electromagnetism (I don't know why jack and juliet stared stupidly at each other when daniel mentioned this.) Minkowsky as far as we know just touched the barrier of the island. These were three people in risk of "after effects" My thoughts is that they are "sensitive" in a way that everyody else isn't.
