I think the wheel is the device developed waaaay back before anyone we've heard of was there, and the way in which Tom and Richard shift is a copy of that technology. I think after the Others took over from the D.I, they started to use the stations in different, more creative ways. One of those could have been a way to send someone so they could easily return.
