I think that it is definitely a tracking device. It is a low tech tracker that can be picked up anywhere. If you think about everything up to this point, we know that the island can be moved and to move it will take a lot of energy. So that would disrupt or damage most if not all technology on the island. So the Sat Phones would not work. But if there is some other device that works just as well without the need for much energy.

To answer the question why not just leave those tracers on the island hidden somewhere, we do not know if they did leave them already. Also, Keamy is on his way to the Orchard station/ Temple. If Ben was to try and escape and he was able to grab him and travel through time with him, there must also be some device that allows him to contact Widmore.

The Sat Phone Frank dropped shows where the helicopter is going. The blip is the other Sat phone on the helicopter. Remember one of the soldiers had one that told him that Jack & Co. found the doctor dead. Also, when they first four arrived, Faraday explain the phones also serve as a gps allowing them to know the location of the other phones on the island. I think Frank wants to get them off the island before they get hurt. If he takes enough people over, they can grab weapons and take over the ship.

In this thread it says that the device is similar to a metronome. Those are suppose to keep perfect time right? What if the device stops the time travel because it keeps the time-space continuance in check. That would mean Ben or anyone else can not time travel unless the device is off the island.
