Thinking with the everyday use & implications of the word 'moving' wouldn't offer much insight to what Locke might have meant with that. Obviously it's not going to move as if flying over some magical carpet. But the intricacies with the island coordinates hinted so far suggest that there's some physical anomaly with the island's locations already. Further use and even manipulation of that might be part of the solution to Locke's problem. Good thing a scientist like Faraday's there available.
