The relationship doesn't have to be reciprocal at all. Just look at Desmond and Daniel. They don't have a strong bond. Certainly nothing like Desmond has with Penny. Further, I don't think functional/dysfunctional matters at all to the constant or the person requiring a constant. Just presence in a person's life before and after time travelling begins. That's why Desmond can be Daniel's constant. That's why Daniel sends Desmond back to an earlier time in his life rather than trying to start a strong emotional bond between them.
