I'm all about the "you can't change the past" line of thinking but this topic intrigued me...
What if, when Des got the number and saw Faraday, he did change the past they just didn't remember it right away? I've got a good simile but let me just state I'm not advocating getting blackout drunk to the youngins on here. Its similiar to the memory loss after a night of drinking. When you wake up you can't remember the whole night but if someone, or something, triggers your memory you begin to be able to recall certain events. Basically Des changed the past in 1996 but it didn't create a "new" memory in their 2004 brains. Only when Desmond actually called Penny and Faraday saw the note did they begin to recall the 1996 events. The only way that the past exists is in our memory of it.
