Hugo "Hurley" Reyes
Hugo "Hurley" Reyes is one of the middle section survivors of Oceanic Flight 815. Hurley's father disappeared when he was at a young age for almost 17 years. Afterwards, Hurley suffered an eating-disorder and after a traumatic accident he was sent to a mental asylum when he started seeing an imaginary person. Ever since, he has changed and has been extremely concious of his sanity and how people view him. When Hurley won the lottery, he was not overjoyed, instead he was fearful that his life was going to change. Hurley is typically happy-go-lucky and keeps the spirits of his fellow survivors up. He has an eating disorder but has managed to overcome that with the help of Libby, and has even stuck to it after her death. He is also the voice of reason in the group, and uses his common sense to solve difficult situations. Ever since winning the lottery with the mysterious numbers, he has searched for an answer for the curse of bad luck that supposedly plagues him.

Good questions, and what I took from the episode is that only select people can see 'apparitions'. I want to believe the Producers here that they are not dead, but they certainly are pushing the regular audience to believe that death is the case.
Not to go against what you said, but Boone has shown up, with considerably longer hair... in Locke's 'hallucination'. I have a problem with the stuff Locke ate to hallucinate, I tend to think it's not real, but a placebo to get your mind going in that direction, does that make sense? I mean rose had her little quiet times in season 1, and we really don't know what was going on in her head at the time.
Basically what I guess I'm trying to say is that Jaob must have an idea of who is special or not and makes a list. Jack however, must be special since he can see his Dad. But we know ben knew Jack was a surgeon and needed him for his own purposes and most likely changed the list that Jacob made.
I don't think Jacob is dead, but he may have power like Walt but stronger, and is being kept against his will, hooked up to something maybe (Help Me) and that's why he hates technology.

Well Boone came to Locke in a dream and I have a feeling Shannon is going to appear to Sayid sooner or later. It is selective, but I think its safe to say that no one is going to be entirely free from being haunted.

Great questions..And maybe Ben's father did see his wife at some point, but if that's the case it's either a side thing the producers don't find all interesting to explore..or that they are saving it for later fb's. So far we only had a single Benjamin Linus episode, more information is bound to follow I think.
Another either/or theory more plausible is that, either Ben's father was not that well attuned with the island to have such an apparition, or that he was too drunk half to make sense of it, even if he had a few.
OR, the memory of his wife was blocked and repressed (something leading to his hate for Ben and abuse of alcohol) that he wouldn't be able to 'call' it. OR, Ben's mother was upset with guilt projections of her husband onto her son (Ben), that no connection was made between the father and the dead mother. Though it'd be more fitting to see her as some angry ghost chasing her husband for tormenting Ben
