Good point Tess. Maybe she was left behind, and wanted back at the beach, who knows, the Others become more an more confusing as time goes on, and now to have my beloved Locke in their fold, they are mysterious and dangerous.
My only question about all this is, Smokey seemed to scan all of the Losties the first night!, and left most of them alone. He knows they are their by accident, or riding the coattails of someone else on the plane, and has left them be. Or he can't go on the beach himself, or he just wants to kill the others so bad, he doesn't give a crap about the losties... yet. so which is it?

My thought that was maybe Juliette and Jack were both in on something.
Also, I looked at screencaps on Lost Photo Gallery - Home to check and see if Juliette had put a mask on, but it doesn't seem like it. There is one girl with blonde hair, but we only see the back of her head, and she doesn't look like she's wearing the same clothes as Juliette was.

juliet=spy
If she knows so much that she would have to kill Sayid if she told him everything, then she has been invested in, programmed, made to be a team player, whatever you want to call it PLUS she was involved with Ben (however many different ways you want to interpret that!) whose favorite pasttime is not simply asking Michael to ask Jack to do some surgery, or even just asking Jack himself, maybe share a little cold chicken and play a game of foosball with him, nooooooo.... there has to be all this subterfuge and layers of manipulation involved, and why? Chain herself to Kate... if she wants Jack, why didn't she chain herself to Jack instead (why did Kate and Juliet wake up sooner than Sayid and Jack?). Because she is a spy and already knew stuff from Jack. Time to move on to the next person, and who is the easiest mark... the one who is close to Jack - that way you can use Jack against her... oh!... wait.... Juliet did... with the whole bear cage incident.

I agree that Juliet cuffed herself to Kate. She knew Kate would have nothing to do with her and would not work with her, or help her, or take her to the beach. Now, I am not sure if she did this because she truly was left behind and was trying to ensure her own survival, or if she was only left as a plant and this was only a tool of manipulation. There is one other possibility. Ben had them cuffed together and slipped the key in Juliet's pocket in order to set up a situation of mistrust.
I am leaning towards Juliet being a spy right now. The whole set up with Jack feeling as though he saved her from execution......this is a powerful tool to getting her embedded in the group. He will be all protective of her, and insistent that she be accepted by everyone.
Otherwise they would have had no hope of her getting in at all.

juliet=knife-carrying, handcuff-key toting, code-knowing spy
Remember back to when Juliet brought Jack a sandwich in the aquarium. Juliet was all smile, smile, coy little look, pretty little toothpicks in the diagonally cut sandwich, "Please you've got to eat something (in a syrupy-sweet voice), blink, blink, flirtation alert factor 10...
with Kate (and I'll grant you Kate did attack) it was (with no smile, no gleam in the eye, iciest voice used) "I was only bringing you a sandwich" - no "let me help you sweep that up, and I'll make you another one", like there was with Jack, nope it was a fly-covered, broken glass embedded, 5 second rule long passed on the dirty floor sandwich for Kate. Ben is using Juliet (because she looks like Sarah, a weakness for Jack,) to infiltrate the group, possibly to start some discord there to split everyone up or whatnot, and Ben really didn't have to twist Juliet's arm very hard to get her to do it... cause she's sweet on him.

OR - I had an epiphany (ouch!*) - since Juliet and Ben were once involved, even possibly married, maybe Ben gets rid of anyone she's interested in - Ethan (maybe), and Goodwin (I'm pretty sure), were sent off to "live" among the Losties - maybe he's tired of it all (or still bitter because now she's sweet on Jack) and ended up finally just banishing Juliet. But I think she is still spying, possibly for those in the Other's camp "who want a change".
