Rose Nadler
Rose Nadler (née Henderson) is one of the middle section survivors of Oceanic Flight 815. She was on the plane with her husband Bernard, but was separated for 48 days following the crash. Rose is a well-meaning, caring woman who was supposedly healed from her fatal illness after arriving on the island, similar to Locke.

It looked as though the Hatch was wired with cameras but not for sound. Since Desmond's boat was sheltered outside the station, Ben's people wouldn't know about it unless they actually stumbled onto the lagoon where Kelvin had hidden it.
As for Kelvin and the Others, I think he was going out looking for them...sort of like Rouseau and her traps. Ben and the Others were just staying out of their way. Sort of like a one-sided truce. Kelvin and Rouseau were still at war, but Ben and the Others were staying out of sight and leaving them alone.
Does that sound logical?
It might also explain that "drawing of the lines" when Jack, Sawyer and Locke confronted the Others when they went after Michael the first time (and the Others captured Kate). Maybe that 'you stay on your side and we'll stay on ours' was an attempt to adapt that strategy to the Losties.

Actually, they probably left Kelvin alone because they were so far away (location-wise) from the hatch that there was never a chance he would find them in 108 minutes.
Until Desmond showed up.
And with Rouseau, she laid the traps because she thought there were too many Others (her against them all) so she adopted "guerrilla-style" tactics which made it dangerous for them to come after her.
The island is big enough for those sorts of strategies to work.
I still think that Ben has known about the goings on at the Swan Station for a looong time. Remember, all the TV monitors which worked were tuned to the Swan Station. It took Sayid playing with the wiring to get that look at the Mikhail and the Flame Station.

Maybe, Ben was only shocked about the pearl station because he thought it had been gassed and would have been as old and gritty as some of the other ones but because its been quarentined it doesnt matter, plus I think Ben might have even considered it to be a hatch he had never found?
