The producers have made several references to mirror images. In last nights repeat of episodes 22/23 "Through the Looking Glass" the reference was made in the notes running at the bottom several times....once during Jacks flash forward at the beginning of the show. They spoke of him being a "mirror image" the exact opposite of what he was on the island.
On the island Jack was a leader, he was strong, and determined. In the flash, he was weak, indecisive, ready to give up, and alone.
So, to me the city in the water represents that mirror image of what they will be if/when they return to that world.

I noticed that too about the mirror image.. Jack is like you said the complete oppsite of the Jack we know.. As well Kate appeared to be the opposite as well.. She doesn't have to go back.. Where now she is the first to go back for anyone.. She is settled down from how I understood it as the Kate we know is always on the run.. You get the idea.. I think in FF if this is any indication we are going to see very different sides of the Losties.. Unless of course that is just because of the finale with "through the looking glass" as the title it could just be for that episode.. Guess well know soon enough, since season 4 starts here in 4hrs 11 Mins or for the clip show 3 hours 11 mins
