I think you guys are giving Locke too much credit. He has proven to be very capable in certain things but he's also proven to be very naive and dimwitted.
While he's able to track people down and figure out how to survive with limited resources, he's very gullible and susceptible to being deceived and he is more confused about what's going on than most of the other people on the island.
Ben had a field day with Locke because he knew Locke wanted to "believe". Ben seemed to enjoy toying with Locke time and time again. I believe the reason why they Locke isn't on the list is because he is useless to them rather than because he's flawed.
Locke is like a kid in an amusement park. He is curious about all the attractions and wanders around aimlessly. He has no plan and he's too dumb to realize that messing up other people's plans will be detrimental to everyone, including himself.
