That was my thought exactly when I saw that scene. I think the warden was running his own scam on Sawyer and merely employed Cassidy and the two "government men" to get Sawyer to go through with his part of the deal. Remember, there's no honor among thieves and Sawyer himself demonstrated that several times earlier in the series.
