The Others believe whole-heartedly that they ARE peacefull and that they are making the world a better place. They believe they have a moral vantage point that allows them to judge those whom they don't accept.
As for Locke, they didn't call for him because Mr. "Gale" was being half-way honest about the fact that he was trying to recruit him. The only falsehood in what he said was that it was in his capture that he was trying to do this. He was NOT caught by accident. Next season will almost certainly reveal this. The Others can predict the actions of the survivors of the crash to a ridiculous degree. "Gale" knew that he wasn't going to die in that net, nor in the Swan Station. The whole thing was planned, and as far as they are concerned there is a very small "wildcard" factor.
